Carter Hall – President

Carter has been an entrepreneur his entire life.  He began selling Christmas trees at age 8.  He held his first business license at age 15 boasting a small landscaping company, which prospered so much that he sold it at age 21.  He purchased a Bobcat and began clearing and grading for homeowners, and his reputation for service and quality began to grow as quickly as his vision for the future.  A mini-excavator was added to the Bobcat.  Then a loader.  Then an excavator.  And on and on.  The entrepreneur was soon surrounded by a team and a fleet.

Today, Carter enjoys being as hands-on as he was selling Christmas trees.  He is often personally interacting with customers, team members, or field personnel onsite, driving the production of crews and overseeing the quality craftsmanship that has carried C.D. Hall Construction to where it is today.

Francisco Ovalle

Francisco Ovalle – Superintendent

Francisco is the best marketing tool we’ll ever have.  His forward-thinking vision, his ability to lead, his passion to work hard, and his 20+ years experience in site development have crafted him into the finest superintendent the Virginia construction industry has ever worked with.  His colleagues revere him, inspectors love him, customers demand him, and the competition looks up to him.

Francisco has supervised hundreds of site construction and demolition jobs up to $20M during his career.  He bridges the gap between the office and the field to make sure crews have everything in place to be successful.  He also oversees every aspect of site construction to ensure that we are delivering with the utmost speed and precision.


Steven Murrer – Concrete Superintendent

Steve has formed, poured, and finished concrete from some of the most intricate slabs, footers, steps and retaining walls in central Virginia to everyday curbs and flatwork.  Numbered among the elite, this Eagle Scout is remarkably technical and is set apart by his ability to make quick adjustments based on field conditions.  His Bachelor’s Degree in Building Construction from Virginia Tech equipped him well to calculate accurate quantities, shoot grades, and manipulate a site to be able to pour concrete to spec with the highest quality and craftsmanship.  He’s also learned a thing or two from his own experience pouring concrete from roughly 10,000 trucks over the past two decades.


John Buffington – Chief Estimator

John owns all aspects of preconstruction from takeoff to bid, to proposal development and contract negotiations.  He is fanatical about details and leaves no ink on a set of plans or specifications uncounted.  He has more than ten years estimating experience covering a wide range of commercial site development and demolition jobs ranging from this one’s on the house to $36M.  John also spent a few years onsite as a project manager and understands the realities and complexities of the field.  He holds a Bachelor’s Degree in Civil Engineering from Geneva College.

John would argue that he has the easiest job in the company – get this team with these crews in front of a client one time, and we have a partner for life!


Russell Williams, CPA – Chief Financial Officer

Russell not only holds a Bachelor’s Degree in Business Administration from the University of Richmond, a Post-Baccalaureate Certificate in Accounting from Virginia Commonwealth University, and CPA Certification, but also more than thirty years of experience in the site and utility construction industry.  His extensive knowledge of our trade comes from his participation in virtually every aspect of the business throughout his career as a VP, controller, project manager, and estimator.  Russell has revolutionized C.D. Hall Construction’s accounting systems and job costing practices which have been key components in validating and upholding our outstanding corporate financial health.


Jared Pierce – Senior Project Manager

Throughout his career, Jared has done it all.  From the front line of the field, to supervising crews, to owning his own business, Jared knows how to manage every facet of a job in order to achieve the customer’s utmost satisfaction.  His ten years of experience directly out of Virginia Tech as the owner of a successful building contractor formed the framework for his client-centered work ethic.  His tenure at the Virginia Dept. of Transportation was also marked by hard work and high accolades, being promoted to a Contract Administrator after only six months on the job as a maintenance crew member.  Today, Jared runs C.D. Hall Construction’s Residential Division and is raising the bar for the industry as he redefines our customer’s expectations of service and quality.


Tim Rigney – Senior Project Manager

Tim’s experience as a construction manager, department head for a civil engineering firm, and senior-level transportation inspector has shaped him into a sharp, well-rounded, forward-thinking, and resourceful project manager. Tim knows what it takes in the field to produce results and he executes the tasks at hand behind the scenes to stay ahead of lightning-fast crews. You’ll often find him on the job as well, interfacing with our customers, driving production, and ensuring that CD Hall’s standards of quality are on display. Tim studied Civil Engineering at the Virginia Military Institute and holds a Bachelor of Science in Geology.
